Japan’s SMBC bank said:

“The Saudi government has requested a $1.5 billion loan to finance a project linked to the energy sector. For our part, after contacting the relevant financing institutions to secure the funds, it appears they are, at this stage, reluctant to proceed with the deal with Saudi Arabia because of the wartime conditions it is facing.”
