Kamran Khan, a Pakistani criminal, was convicted by Oxford Crown Court in 2018 of offences relating to the grooming of underage girls for prominent individuals and was sentenced to eight years’ imprisonment. He was released in 2022 under the British prison system, whereby time served is reduced in accordance with the applicable release arrangements.

However, his release was subject to additional restrictions, including a ten-year requirement to travel only when necessary, to notify the police at least seven days before any overseas travel, and to travel exclusively using his British passport registered with the police.

Kamran travelled to Saudi Arabia six times within a single year using his Pakistani passport, after obtaining six tourist visas from the Saudi Embassy in London. Between 2025 and 2026, he travelled on direct flights between Riyadh and Heathrow airports, and on two occasions also travelled from Riyadh to Dubai.

As he was under surveillance by the British authorities to monitor his movements, he was subsequently arrested and admitted breaching the conditions of his release by travelling to Saudi Arabia without notifying the police and by using a passport other than the one registered and authorised for his international travel. He also acknowledged that the Saudi Embassy had granted him six tourist visas within a single year, which was regarded as highly unusual.

District Judge Abigail Hoodson, sitting at Chester Magistrates’ Court, said that the explanations he had given for his travel to Saudi Arabia were wholly unconvincing. He claimed that he was studying Islamic sciences in Saudi Arabia, yet he had travelled on short-term tourist visas and had visited the country six times within a single year, which was inconsistent with the status of a student.

Kamran was sentenced to two years’ imprisonment for breaching the conditions of his release by undertaking suspicious travel to Saudi Arabia, facilitated by its embassy through the issuance of six consecutive tourist visas.
